Oregon's 2027 individual market is losing two carriers at once, and together they cover more than a third of everyone in it.

I pulled Oregon's individual medical rate filings out of the public SERFF health plan binders, the same method I used for Minnesota and Indiana. Every on-exchange plan, both years, all seven rating areas. This is the sharpest contraction I have tracked yet. Providence Health Plan is shutting down its entire insurance division. PacificSource is leaving the individual market. Between them that is roughly 58,000 people, more than a third of Oregon's 140,000-person individual market, who have to choose a new carrier for 2027.

A note on the number I am comparing

Every premium here is for a 21-year-old, non-tobacco. Age 21 is the anchor of the federal default age curve, where the age factor is exactly 1.000, so an age-21 comparison isolates the price change from any change in age. Multiply by your own age factor to get your number. Oregon permits a tobacco surcharge, so these are the non-tobacco base rates.

One carrier is missing from the plan-level tracker below, and I want to say so up front. Kaiser Permanente of the Northwest is staying in Oregon for 2027, but it files its rate table in a macro-driven workbook that SERFF's public export hands back with the data sheet stripped out. I could read its plan names but not its rates, so Kaiser is absent from the price chart. Everywhere I count carriers I count Kaiser; only where I show a price is it missing.

Two carriers, gone

Providence Health Plan is shutting down its insurance division. Not trimming a footprint, not exiting a single market. The whole division. Providence covered around 40,000 Oregon ACA enrollees, and for 2027 there is no Providence binder. Every one of its plans ends.

PacificSource is leaving the individual market. About 18,000 enrollees. It keeps its other lines of business, but its individual plans are gone for 2027.

These are not small regional players. By parent company, Oregon's individual market drops from five carriers to three: Moda, the Cambia pair (Regence and its BridgeSpan sibling), and Kaiser. And because Providence and PacificSource both sold statewide, the loss is not concentrated anywhere. All seven of Oregon's rating areas lose the same two carriers.

The survivors are raising prices, and not hiding it

Here is what each remaining carrier I can price filed as its average increase, next to the median change on the plans it kept.

As in Indiana, the two numbers agree. Moda filed 25.0 percent and its surviving plans move 22.3 percent at the median. Regence filed 12.2 and moved 13.6. BridgeSpan filed 11.7 and moved 12.5. No hidden crosswalk gap. The statewide weighted average of all the filings, Kaiser included, is 17.2 percent.

Moda is the one to watch. Its 25 percent is the steepest filing in the state, and Moda explicitly attributes about four points of it to the expiration of the enhanced premium tax credits. That is the mechanism to watch everywhere: as the subsidies lapse, healthier people drop coverage, the risk pool that remains is sicker, and the price of that deterioration lands on whoever stays. In the Portland area a Moda standard bronze plan jumps 35.7 percent, from $347 to $471.

Regence is the one leaning in

When two carriers covering a third of the market leave, the question is who absorbs them. In Oregon the answer is mostly Regence.

Regence is the only carrier meaningfully expanding its shelf. It added 22 new on-exchange plan and rating-area combinations for 2027, more than everyone else in the state combined, and the cheapest silver plan in the Portland area for 2027 is a new Regence plan at about $443. That is what a carrier does when it expects a wave of displaced enrollees and wants to be the plan they land on.

Moda added three. BridgeSpan, Cambia's minimal-footprint brand, kept its three standard plans and added nothing.

Pick a rating area. Each row is one plan: where it priced in 2026, where it prices in 2027, and what moved. A plan with only a 2026 dot will not be sold in that area next year, and in Oregon most of those muted dots are Providence and PacificSource on their way out. Kaiser is not in here at all.

A few things worth finding:

  • BridgeSpan holds the smallest increases. Its standard silver plans move about 9 percent, the mildest in the state, even as its Cambia sibling Regence expands around it.
  • Moda holds the largest. Its Portland bronze, silver, and gold standard plans all land above 30 percent.
  • The market thins even where prices are calm. Every area keeps a survivable set of carriers, but "survivable" now means Moda, Cambia, and Kaiser, and nothing else.

The same plan ID is not the same plan

Of the 131 continuing plan and rating-area combinations, 86 changed their marketing name while keeping the plan ID. A premium change on a renamed plan is not necessarily like-for-like, because the benefit design usually moved with the name. I flag every renamed plan in the tracker.

How I built this, and what it does not tell you

Every number comes from the CMS Rates Table Template inside each insurer's SERFF health plan binder, joined to the plan names on each binder's summary page. Age 21, non-tobacco, on-exchange only.

Two Oregon-specific notes. First, Oregon issuers file quarterly rate tables inside the same workbook as their small-group rates, so I took only the full-year individual sheet, the one effective January 1 through December 31. Second, the Kaiser exclusion above: its rate data is not recoverable from the public SERFF export, so its plans are counted in the market but absent from the price tracker.

The caveats:

  1. 2027 rates are proposed, not approved. Oregon's Division of Financial Regulation reviews these and final rates can move.
  2. This is age 21, on-exchange, before subsidies. With the enhanced premium tax credits expiring, the gap between these numbers and what people actually pay is about to widen, and Moda's own filing says as much.
  3. Off-exchange plans are excluded, along with Kaiser Permanente, as noted.
